Senatorial Candidate Speaks to Local Government on the San Francisco Peninsula


 (The Dailey Sun-Chronicles ~ MENLOUGH PARK, CALIFORNIA) –

David A. Dailey attended the council’s last meeting of the 2015 year and suggested that Menlo act more like a city or reincorporate into a town government. Returning councilmember and outgoing Mayor Charlene “Let them Eat Cake” Carlton was absent and California Assembly member candidate Peter Ohtaki was late for the December meeting.

Without a response from the contracted City Attorney Bill McClure or any councilmember, on December 24, 2015, David filed a citizen’s complaint against seven (7) MPPD uniformed officers. There were separate incidents (MPPD Case #15-3468, #15-3531, etc.) during November (6th at 1:40 a.m. inside the 7-11 Store, 9th at 11:00 p.m. near the yogurt shop, 13th at 1:00 p.m. on the west side of MPPC / Menlo.Church, and 30th at 8:00 a.m. along Santa Cruz Avenue nearby Hillview Middle School, which has carcinogenic artificial grass athletic turf) in downtown Menlo Park that are documented.

On January 4, 2016, David filed three (3) stolen property reports based upon four events between September and December 2015. More data is being sought about (Case #16-27) the particulars of being without two cell phones and an unmatching set of luggage taken from the victim either along Santa Cruz Avenue or from historic Fremont Park.

In 1992, D.A.D. lost an U.S. congressional race [to Anna Eshoo who is still employed in the D. C. ~ giving away American jobs locally via visas and green-cards] and in 1994 he tried to obtain more votes than popular Stanford Law Professor Tom Campbell to work in Sacramento becoming a California State Senator for human rights and services. D.A.D. spent over seven years at Lockheed during the Cold War, about seven years after graduation from Indiana University at Bloomington. After service between 2003 and 2008 as a California Departments of Public Health and Health Services’ Health Facilities Evaluator, he was illegally terminated and narrowly lost his judicial appeal versus current California Attorney General Kamala Harris, who now insists on running into the United States Senate.

D.A.D. is a Past President of the Sons of the American Revolution – Silicon Valley Chapter – State Director of the National Safety Management Society, former International Director of Communications for the American Society of Safety Engineers (ASSE), Past President of three Toastmaster clubs, and officer of two Bay Area chapters of the ASSE.

D.A.D.’s presentation focus was about better public transportation (SamTrans / Redi-Wheels paratransit / CalTrain) and local police work.

“In Chicago, Protect and Serve is on every police car. I see none of this in Menlo Park,” he stated.

“I was fortunate to buy my first house in unincorporated Menlo Park (in the Las Lomitas Elementary School District – still one of the five best in the entire State of California) in November, 1986,” David matter of factly said.

David implied that because of poor driving habits, lack of traffic controls and lighting, removal of SamTrans bus services, and a refusal of peace officers directing traffic, that the safety of pedestrians, bicyclists, and drivers is at-risk. Engineering and administrative methods by public works or police agencies would alleviate the traffic congestion during the morning commute, lunch-time period, and the long evening commute. Furthermore, the City of Menlo Park has done little to solve their own issues along Willow Road, Santa Cruz Avenue, Middlefield Road, and the El Camino Real.

The Menlo Park Police Department has a public persona that they focus on giving moving violation tickets and parking tickets; doing nothing to help ease traffic congestion. It was pointed out that for a SamTrans Route 296 bus rider to travel from Sequoia Station Redwood City through Menlo Park to either the Veterans Administration or East Palo Alto – it takes more than an hour – almost every Monday through Friday afternoon. SamTrans Routes ECR, 86, and 286 are also delayed.

On Tuesday, January 12, 2016, D. A. D. met with the head of the MPPD Internal Affairs Division and later that evening made his second consecutive presentation to the sitting City Council about Menlo Park’s police, their lost-and-found system, daily traffic congestion, and public works matters.

It has been proposed that the City return the memorial label that had been placed on a wooden park bench and suddenly removed (replaced by an uncomfortable, unlabeled metal contraption) from in front of Peet’s Coffee and Tea shop #2. In addition, the City was urged to install two additional suitable park benches into a U-seating arrangement at the Santa Cruz Avenue side of the shop with the inscriptions of three additional loyal patrons – Peetniks – whom have passed outside the second location chosen by founder Alfred Peet nearly 50 years ago. The names of: Spencer Harris, Dan Rosset, Tim Coburn, and George Resch must be inscribed on those benches outside 899 Santa Cruz Avenue at the corner of University Drive across the street to the east of historic Fremont Park.

FYI, the D. A. D. 4 U. S. Senate platform includes:

  • Restore faith and confidence in federally-managed programs.
  • Be reasonable with demands on government and quasi-government agencies.
  • Reaffirm ‘States’ Rights’, with the exception of federal adjudication.
  • Let county governments work on more important issues that biking. Fund their health care programs without the “middle-man” of state government administration costs.
  • Urge state police (i.e. California Highway Patrol) to focus on higher priorities than soccer-mom driving.
  • Protect consumer rights.
  • Demand that local elected and appointed officials solve their internal problems.
  • Boycott free newspapers and their advertisers that do not practice ‘responsible journalism.’ Therefore, no fear-mongering, reduce sensationalism, write truthfully and factually, and promote good news.
  • Find better means of energy consumption and public transportation.
  • Restore regional public transit quality. For example, add Sam Trans/A-C Transit/VTA and improved Cal-Train and BART train and bus services to communities.
  • Appropriate funds for employment and retraining of U.S. high school graduates, before offering more green-cards and work visas.
  • Ensure proper Veterans Administration benefits, reeducation, and professional services.
  • Reform the federal tax code.
  • Determine an equitable immigration system that encourages naturalization.
  • Plan to improve education, for both public schools and private entities: a) at home, b) in schools, and c) during after-school activities [i.e. Menlo Park Lyceum]. Educate youth about the “Buddy System” for walking and biking safety.
  • Facilitate air quality boards, clean water agencies, and local zoning commissions revise improved public policies.
  • Put an end to the “Yellow Dragon” Asian acquisition of the American land, treasures, and assets. Apply the Monroe Doctrine toward Communism, except for the improvement of Cuban relations.
  • Support elected officials (like the current efforts of California Senator Jerry Hill) who have represented the people (of the County of San Mateo) very well.
  • Subsidize American farmers.
  • Work with the office of United States Senator Dianne Feinstein before, during, and after 2016 congressional hearings discussing the dreaded houseless populations.
  • Facilitate the needs of small business owners and operators.
  • Endorse that the Americas take issues in prayer to God, first. Then involve clergy, legislatures, social workers, courts, neighbors, and friends.
  • Allow Christians to behave as Christians; more will appreciate learning about the life of Jesus Christ, Son of God and the B. V. M.
  • Maintain national defense.
  • Improve international relations.
  • Utilize ‘The Brothers’ for issue resolution and decrease stressors on the court systems.
  • Observe the Bill of Rights.
  • Elect not an ass but D. A. D. for United States Senator from Northern California in 2016 and support his sports writing at the 2016 Rio Summer Olympics.
  • Reform or abolish the so-called Patriot Act.
  • Make housing more affordable, safer, and livable!

     Someone brought it to my attention that the Occupy San Francisco will be all sold out.  Camping areas are nearly next to nil. Recently, squatters have been forced to move to a less visible location south of Mission.

     It is nothing like the scene in Santa Rosa whereby the city rec. department issues camping permits to all who register. Most in the current encampment are out-of-towners who expect something for nothing. Too many squatters will not give their names or any other personal identification to anyone associated with.

     At Occupy Cal Berkeley, young men will be supported by numbers of protestors that experienced recent dramatic Occupy Oakland events. Unfortunately, too many tents during winter break led to a police action on the camp.

Point / Counterpoint / Cal-Train Collision Course With Human in San Fran Friday, July 31st


Are any electronic devices been installed? Caltrain is currently in the process of installing a Positive Train Control (PTC) system along it’s right-of-way. The PTC network is an advanced signal system comprised of fiber optic cables that will monitor and, if necessary, control train movement in the event of human error. This will increase safety on the Caltrain corridor, which has over 40 at-grade vehicular and pedestrian crossings by eliminating the risk of train-to-train collisions, reducing the risk of potential derailments by enforcing speed limits and providing additional safety for railroad workers on the tracks. Caltrain is also currently working with Palo Alto on a pilot program to install motion-detection cameras at intersections in the city. The cameras have a one-mile range and the ability to alert authorities when a person is on the tracks.

Do engineers have instructions to look ahead, alert riders, and stop quickly? Yes. Caltrain engineers go through thorough training processes to prepare them for the possibility of pedestrians on the tracks.

How much fencing has been installed recently? Each year, Caltrain installs thousands of fencing along its right-of-way. Since 2006, more than 17 miles of fencing has been added along the Caltrain tracks.

Why a firm in Nebraska was chosen to take 800 calls? It was the recommendation we received from the Bay Area’s mental health communities.

What improvements law enforcement and the coroner’s office have made? Caltrain is constantly working with local law enforcement agencies and the three Bay Area coroner’s offices to educate them about the unusual challenges of responding to deaths on the system’s train tracks. However, we cannot control the availability of the coroner’s offices, and as a result, there are occasionally lengthy delays when the necessary personnel are not immediately available.

To what extent have incidents been investigated? Deaths on the tracks are treated with the same level of respect and thorough investigation that law enforcement personnel bring to any investigation involving loss of life. Final determination regarding the cause of death is made by the coroner’s office, following a complete investigation that includes interviews with family and friends, full autopsy, witness interviews, testing of the engineer to ensure fitness for duty, and toxicology screens.

A southbound train struck a person on the tracks at about 4:20 p.m. near the 22nd Street station in San Francisco, Caltrain officials said Friday afternoon.

Emergency personnel are at the scene, according to Caltrain officials. Officials said the person was on the tracks illegally.

The train has about 400 passengers on board and trains in both the southbound and northbound directions are stopped due to the collision, according to Caltrain.
